Southerners failed to assimilate after the Civil War.
The North should have required all of them to re-apply for citizenship or be considered resident aliens.

) to the earlier photo is that the memorial they are standing by is to "The Defenders of Charleston, Ft Sumter" and is situated in view of said Fort.
