Does it make sense for two NWA lawmakers to be the sole voices for this legislative language?

In my district, a young black man was kidnapped, held captive, tortured, returned back DEAD & unrecognizable. "Aftermath" was written in the location he was found. His name is Marquis Martin.

Are y'all lives built like that? Experiencing hate EVERYDAY of your life, and to be looked at as a SMALL "Hope for Change" when there's not a single position or influence you have other than your VOICE & ACTIONS!
If you don't know what it's like, if your community is so inclusive that things like this barely happen, if you will never be the target of hatred...why are y'all leading this?
I truly trust the intentions of Rep. Clowney, but this bill needs more voices.
