Noelle getting Undine would make sense, if it was a temporary pact between both of them. Undine and Noelle work together to get Loro back. Once they get get Loro back they break the contract.

Undine would be weaker with Noelle, as she just got her, similar to how Salamander was-
smaller and weaker with Fuegoleon compared to when he was with Fana.

This could be very beneficial for Noelle, as Undine could help her control her Mana even more and unleash more potential. Also, there is this theory that there's a curse on Noelle that's making Mana control for her hard, if that's true then Undine could expand more on the plot.
