That's Hercules Mulligan.

I know Hamilton discourse is so three weeks ago, but I want to gripe very quickly about this asshole and why his portrayal is the worst part of the show.
At the end of act 1, Mulligan praises himself as

"A tailor spyin’ on the British government/
I take their measurements, information and then I smuggle it/
To my brother's revolutionary covenant"
According to the song, Mulligan got all the information from the British that helped them win the battle of Yorktown.

Thing is, he didn't do any of that.
He was a tailor, and every now and then he would overhear information from regular officers he worked for, but never took the risk of actually smuggling information to revolutionaries or digging for more intelligence. The actual spying and risk-taking was done by someone else.
His name was Cato, and he was enslaved by Hercules Mulligan. He did the "slipping behind enemy lines" and the "smuggling to a revolutionary covenant." His actions are well-documented and his role in the revolution helped the colonies gain independence.
and in the show, the credit for his bravery goes to the man who enslaved him. And that sucks.
