That NCAA meeting Tuesday is significant is because the NCAA runs the FCS Playoffs, unlike the College Football Playoff, which the NCAA doesn't oversee. Montana State AD Leon Costello has repeated that he wants the Bobcats to have something to play for (ie: conf./nat'l. title).
At the July 24 Board of Governors meeting (which delayed decisions to Aug. 4), three options were discussed for NCAA fall championships:

1. Conduct in the fall, potentially with reductions in the number of competitors.

2) Postpone to spring.

3) Cancel.
Here is a list of people on the NCAA Board of Governors. Only three of the 25 are representatives from the FCS: UPenn's AD, Morgan State's president and Bryant's president. Based on conference affiliation, all three of those three schools have postponed fall sports.
