and spend time analysing the reports to funders against year end movement in funds notes against bookkeeping data against project mgr's spreadsheets
and come to the meetings to identify variances against budgets in a meaningful way
and then work out how to code furlough grants that are for restricted posts due to childcare but some essential work picked up by central posts

I'd wager you might be a funder because no one else has time. We are too busy working out how much is left in unrestricted funds so we can respond quickly to the change in services
and that is when it has all gone smoothly with no change in finance staff, bookkeeping system etc

but oh yes, spending on central functions such as finance is not charitable. ok. done for now.
That is not to say that many funders have not been fantastically supportive and dropped restrictions during the pandemic. Just that we also need fewer restricted funding pots going forward. It really is so expensive to manage.
I also appreciate that due diligence on unrestricted funding is potentially trickier as it is focused on organisations which is not always easy (see above) rather than projects but now is a great time to iron out those wrinkles. Never let a good pandemic go to waste and all that
