Extraordinary SAGE advice just published "Public Disorder and Public Health: Contemporary Threats and Risks"

This advice to SAGE from SPI-B Policing and Security sub-Group

Below advice notes increased racial and political tensions
3/ SAGE advised police in "weak position" to deal with serious disorder

"The police are in far weaker position in terms of capacity to deal with these threats than in 2011 and police weaknesses, when recognised, were a factor in the spread of urban disorder during those riots."
4/ The advice was considered at SAGE 45 on 2 July 2020. Identifies the below as future risks to public order:
5/ The advice reveals UK public order policing resource is at the same as 2011 levels

"The national public order mobilisation plan remains resourced at 2011 levels."

Police "situational awareness" of rising tensions is "significantly diminished"
6/ The advice says hostile foreign media 'most obviously RT' amplify grievances at protests
7/ "Some media narratives are reinforcing claims that Asian and Black people in areas of local lockdown are potentially responsible for disproportionately spreading the virus."

"A sense of racial injustice... is increasingly strengthened at a time of already tense relations"
