On one hand, there is a bit less of a need for new, non-existing tech, on the other this comes with its own challenges

Seems that TSS will be more of an interface for CHIEF/CDS (current customs systems).
It will be used to clean, collect and sort customs data from different sources (emails, documents etc). It will scan for the needed info.

So, in a way, that makes the whole thing a bit more achievable - automating the whole customs process would be a nightmare.

On the other hand, while this sounds technically easier... it's yet another part of the plan that relies on customs savvy professionals.
