Think how MAD Seph would be at the idea this whole time that HE the WAR HERO made outta J cells who was MEANT to be GOD & a supercharged version of the Ancients FAILED to become one

Cloud is more in tuned with the psychic connection thus able to "sense" the paranormal link between himself & the planet thru a manmade connection that only HE succeeded in achieving thru his natural intuitive sensitive to the planet--
I bet Cloud was always susceptible but needed the boost which was the Mako injected in him with S cells
The drawback is that he almost died from it but once his body stabilized he was not only stronger physically but also now able to "sense" better

And the fact all SOLIDERs were engineered & designed to be pseudo-cetra super humans, it makes sense that Cloud actually succeeded to being one until Sephy who was unable to connect with the Planet or sense its will or even other Cetra like Aerith
Sephy is a "false" Cetra while Cloud is the new pseudo-Cetra

Lastly, these are just my thoughts but I just know Cloud could always "sense" the Planet--maybe not "hear" it like Aerith yet could "feel" the hymn of Gaia thru his Mako senses as well as any natural ability he always had inside
