Some have been asking, What does this Verse mean? Some even say that God is full of Love how can He hate? Let me help you understand this statement!
The Love/Hate contrast is not merely a matter of God's emotions, But of God's actions in choosing Jacob and excluding Esau! That statement was an idiomatic expression. It's more like Choosing something and disregarding or not choosing another
Jesus also used this expression. He said "No servant can serve two masters: for either he will hate the one, and love the other; or else he will hold to the one, and despise the other. Ye cannot serve God and mammon."

Jesus wasn't saying we shouldn't make money, but rather he was saying that it's either you regard God as your master, or you regard money as your Master! You can't have two masters! So when you regard one, it's as though you disregard the other!
Also in another passage of the Bible Jesus said
"If any man come to me, and hate not his father, and mother, and wife, and children, and brethren, and sisters, yea, and his own life also, he cannot be my disciple.

Here we see the same expression, but Jesus wasn't telling us to hate our family or hate our lives in the literal sense, What he is saying is that we should regard Him more than anything and anyone else even our lives.
That is Choosing to Follow Jesus means loving Him more than anything and anyone!
That's why the Romans 9:13 T4T Translation says "God said: “I favored Jacob, the younger son. I did not favor Esau, the older son.”

Also looking at the Context of Romans 9. You'd understand better! God came to Abraham and told Him through His seed shall the nations be blessed! But I want you to notice the verse 9 that says "For God promised Abraham: “In nine months from now your wife, Sarah, will have a son!”
When God said this to Abraham, Abraham already had a son called Ismael. But God didn't regard Ismael as that seed, because Ismael was a child of the Flesh and not of Promise. What did the scriptures says about the works of the Flesh?

So in context of this Romans 9. The point is, Just as God Chose Jacob over Esua He has the ability to Choose who He shows Mercy to!
So God showed mercy to the non-jews and made salvation available to them.
