EXC: Why have @HighwaysSWEST built a brand new motorway junction that can only be used by cyclists?

Both @HighwaysSWEST & @sgloscouncil insist it's the responibility of the landowner to build the link.

Their agents, @knightfrank have ignored my repeated requests for comment (to be fair there are 2 agents listed, the others did respond telling me it was nowt to do with them). Meanwhile a statement from a local not-for-profit group representing businesses gives a clue...
SevernNet tell me "It is evidently disappointing for all parties that the new junction cannot be used yet, but there are commercial and procedural arrangements that need to be fulfilled, prepared and agreed by the parties."
Oh dear. So there is no agreement to build the link.

I asked @amazon & @Farmfoodsstore (who are closest to the junction) what they made of this impasse - but they declined to say.
So until the landowner feels inclined to build a link road, the junction remains unusable for motor traffic.
The cyclists love it.
