1. propaganda to obscure police's active role in messing up rape cases
2. a way to keep survivors emotionally invested in a corrupt legal system designed to protect rapists.
3. yet another excuse to give cops more money

cops are disproportionately rapists and have rapist friends and are misogynist and don't think rape is that big of a deal. giving them more money won't fix that.

the plan is overly dependent on police and painfully neoliberal, but there's a notable shift in tone from his 1993 report, which is very "lock up the criminals" to offering more survivor-focused solutions.
