Some US programs & spending under review dates back a decade or more. The doc directs federal agencies to respond by Sept 21.
Details of spending sought by the WH include spending on tech assistance from US govt experts, bilateral funding for the US-China Clean Energy Research, Health & Human Services funding for CDC, National Institutes Of Health.
The request also seeks details of any US spending that would overall contribute to Chinazi GDP or tech capabilities, including to Chinazi govt or military entities & Entities functionally directed by Chinese govt leadership & grants or credit provided by US supported int. orgs.
WH doc also seeks data on US govt funding for programs whose primary purpose is to counter Chinazi tech prowess in key sectors like 5G, semiconductors, AI, machine learning, quantum computing, cyber sec, robotic, autonomous...

Finally, thé US is decoupling from China! 😂
Agencies must submit data on 2019 & 2020 budgets enacted into law, the 2021 Trump budget proposal & 2022 Agency budget requests.

The budget review is just the latest effort that could lead to more actions against China.
