Capitalism is the explanation. They have to make people go back to work, school and pubs/restaurants for the "economy"
It's true with the current system an economic crash would cost even more lives, a lost generation, decrease in quality of life etc etc but somehow no one considers changing the system...

And to give the little credibility to the current government they deserve, they clearly are worried about this more than anything but each time they push it too far they do a U-turn
Because they can't come out and say out loud "the economy and Capitalism don't care if a few thousand people die, if anything it might help with pensions"
Even they realise that's too far..
So in conclusion are stuck between caring for a system everyone accepts as the base, everyone thinks is the right one and between actually caring for it's citizens... Now you see how that's a sticky situation
