Thoughts: this is what police advocates call Proactive Policing, which they advocate as a good and necessary thing. "See something, say something" (for non-police) becomes "See something; call for backup and check 'em out."

is DESIGNED to force police/citizen interaction where police don't have real suspicion. It's what causes arrests for resisting or obstruction without an underlying crime.

What cops see from Proactive Policing is a chance for a random felony arrest, calling for aggressive

confrontation. But what they want citizens to see is concern for the community; i.e., Community Policing.

So the Tiburon officer says "You should be grateful," w/o seeing that 3 officers making demands creates resentment, not gratitude. And this happens with

each proactive interaction involving innocent conduct.

What's missing? A true Community Policing effort should KNOW that community, including who owns that store. No cop ever wants to talk about that.
