On top of that, the video review rules for swimming are archaic. You can overturn a DQ but can’t actively DQ? Why?
If that’s the case, then teach officials to DQ if they have any doubt about someone’s kick. You can always reverse it. Like letting the play go in football.
My hot take is that at major meets the entire heat in breaststroke events should be DQed and then just reinstate everyone who doesn’t cheat. That would solve these issues so fast. I’m just so fed up with dolphin kicks, and officials responding by telling us how hard their job is
