Could this have something to do with self-fulfilling prophecies?
If we believe that a lockdown is going to occur, many of us will want to make the most of our freedom (bars, pubs etc) for one last time before we go into lockdown. But that increases the likelihood of lockdown!

So, if your governing ability is deemed to be poor, people are going to assume another lockdown is around the corner, and may actually make the lockdown worse!
