Project Veritas is very clearly a pay-to-play scheme, not dissimilar to Jacob Wohl's antics. They skirt around the law by avoiding upfront payment to "sources" which they are able to do thanks to their track record of crowdfunding vast sums of money immediately after.
Notice you will almost NEVER see a Project Veritas "source" who doesn't end up receiving a VERY large payout via crowdfunding campaigns largely created/promoted by Project Veritas themselves.
In fact, it's so clear when you look back on past Project Veritas "investigations"

It's very easy to look back on previous crowdfunding campaigned promoted by Project Veritas & get a reasonable estimate as to what the $$$ payout will be
They can tell their sources: "we can raise you even more money is you say X. People will donate more if it's convincing"
