This is *mind-blowing*. The feds have given Ontario a firehose of money to stop COVID and promised more and the Province isn't spending it. But why? What 4D chess is this? I honestly don't understand. Does anyone know why?

To be clear, I strongly agree with this thread by @ASPphysician (aligned with @IrfanDhalla) - we have evidence you can't "balance" out of this now.
