Since Victor in ZSJL resides in Gotham, maybe he moves to Detroit to keep a low profile or to meet up with a scientist (since his father is dead) for further research on his abilities. It seems far enough for a contained story.

This can touch upon race and urban drama which Victor, who originally comes from a privileged family, can reflect on people who aren’t in his position.

In short, the Phantom Limbs are a team of special op forces with cybernetic enhancements. They would be a perfect counterpart to Cyborg in Detroit.

who knows how to tell a very POV-driven, emotional while also slight horror-esque which would be the right tone for Cyborg.

I think Detroit would be perfect for Cyborg where he can be the hometown hero and tell one amazing self-contained story where he can help people in ways Batman and Superman necessarily can’t.

Maybe Victor can open a new Star Labs in Detroit to help the community to commemorate his father after the events that would transpire in the film.
