Stockings Stuffers - Shop Small Edition: A Thread
Enamel Pins - are you surprised? Pins are usually priced between $10-15 and you can find pins for any topic. Shop direct to artists to avoid counterfeits. Think of their interests, brainstorm a list and just do keyword searching OR just browse a lot (or ask me!)

Need a pin for a foodie? Look at these mini food sets https://www.etsy.com/shop/LycheeMochii
How about vintage vibes? https://www.etsy.com/shop/RachelGregor
Now sure what they're into? Check out @ivycdraws's holiday pin sets! No special interests needed!
I could list 100 pins for you. If you're shopping for someone specific and want to think of pins, just ask! I probably know of someone doing it.
Zines - Serious, humorous, informative... Zines can be anything and because their intent is cheap, mass art sharing they are affordable! Local bookstores sometimes stock them, otherwise look online. Here's some favorites of mine:

Stickers - Like pins, artists are covering ALL sorts of topics. For a crafty person or a planner person, opt for smaller sheets they can use on paper products. For general public, go for durable vinyl for water bottles, suitcases, laptops, etc.
Magnets - Just like stickers without commitment. A bit higher price tag, but potentially more usable.
Trial Sized Beauty - A full-size, handmade product might break stocking stuffer budgets BUT opt for sample sizes. Many stores offer 1oz. samplers that are perfect for small budgets or if you don't know their scent preferences.
Novelty - Never would big box stores come up with some of the stuff small businesses do. Here's some rapid-fire favorites for just fun.
@brandybingham's small potato tag (I'd put it on a pet collar) They are having a 20% off sale, so don't wait. This is hyper specific because *I* want this.
Need more ideas? Candles - wickedapothecarycc (funny labels + good smells), Tea towels, tote bags - Alphabet Bags (huge constructions + humor), snacks, drink mixes, drink infusions...
Not everything from small businesses is "expensive," There's so many options for $20 or less, and everything is so much more unique. If you're looking for a certain theme for someone, just ask. I might know someone with just the style or vibe you need.
