My chest is my genetic strong point so consider that what worked for me might not work for you.
Frequency is the key to making quick progress.
I personally think that the upper body recovers very fast so my biggest tip would be to up the frequency of all your presses and rows

I work out on average 4 times a week and I train presses and rows & pull ups on basically all 4. Not everyone can handle the same frequency but find your sweet spot and stick with it
Not all days have to be the same intensity but make sure to try to progress or "pr" each day

I don't do any fancy exercises. Just like Arnold says, all you need is bench press and flies
Basically: keep it simple, make sure you're getting stronger and pushing yourself
You don't have to do dumbbell flies like Arnold. A fly could be cable fly, machine chest press etc.

Now since I'm working on gymnastics rings, I use dips to build strength and ring flies (surprisingly good exercise) to get the hypertrophic response
The important thing here is to really use your mind to take everything except your pecs out of the equation

Go to failure with each set, I don't believe you should be able to move the same weight for the same reps in subsequent sets.
My chest is now my strongest point but there was a time where I couldn't do one push up lmao
So don't use the excuse of "my chest is lagging", you control your body
