...only promised to be better. Instead he did the opposite in the all possible way. And it wouldn't be bad if Slott didn't do accent on the fact that Otto lived through Peter's life and realizes that, no matter how trite it sounds, with great power comes great responsibility.

Second of all, I also want you to remember that Peter in SSM #8 didn't want to let Otto do a surgery because he didn't trust him. It's weird, but I think you can see a point in here because Otto was still cruel and unstable even as Spider-Man.

So with all of that I want you to understand that in the nine issue Slott fucking destroyed it:
1-2) Peter didn't let Otto do a surgery to save a little girl because he didn't want to be found. Slott wrote Peter very poorly in Superior to make Otto look better...
...it becomes very clear in this issue when Peter didn't want to let Otto save a little girl. He made Peter fucking asshole and because of that even Otto's wish not to be a hero that he promised doesn't matter because even fucking Peter Parker looks worse.
3) Otto have on his side multiple villains, but Peter have nobody except some regular people like Uncle Ben, MJ, Jonah and other. What about Avengers, FF or Kaine with Ben Reilly? According to Slott, they're not even exist or just hate Peter.
