Wrestle Kingdom is typically where a lot of the larger narratives come to their conclusion and a new chapter begins. I don't doubt #NJWK15 will be any different. There are several long-term stories that are being built within #NJPW despite the pandemic reducing the roster...
Most of the year, while certain matchups are being protected for when live attendance can go back to normal in Japan. Those making claims of 'bad booking' can only speak on personal preference, not a matter of business performance...
#NJPW's business is predicated on the most difficult aspect of professional wrestling, getting people into arenas. That's how the business will operate for the distant future domestically (Japan), even when the company lands a large international TV deal.
Despite not having their full roster #NJPW has managed to sell tickets (and responsibly take care of fans and talent) during the pandemic at an impressive rate with reducing how many are allowed to attend venues for events. If the booking was bad, fans wouldn't show.
So, while some may question the booking, I would remind that the Gedo & Jado led creative process has led the company to an international stage, based on their ability to push tickets (464,139 in 2019).

With their favoring long 'novel-esq' style story telling, quick impulse judgement on booking is typically off base, as there is always a narrative in place up and down the card.
