How about we get more specific:

1. Require a bachelor's degree to become a cop, a master's to be a supervisor, and require diversity to make sure nobody gets left out.
2. Run psychological profiles on all applicants and *do not hire* those that show even minor tendencies towards authoritarianism, violence, or racism.
3. Create new agencies to handle domestic disputes, mental illness issues, vagrancy, people sleeping in their car at Wendy's, non-violent issues, etc. *Reimagine public safety*
4. DEMILITARIZE EVERYTHING. I don't care what is happening, you never need a military semiautomatic and a tank. There is a smarter way to deal with every situation than that, and it is the Public Safety Department's job to find it.
5. Qualified immunity has got to go. Everyone has to follow the law or there is no law. If the police are found to have used force inappropriately, there must be real consequences to that other cops won't.
6. It isn't the police department, or law enforcement, or a police force, it is the Public Safety Department. If the public (and that means EVERYONE) is safe, the job is done right. Every time anyone is hurt or killed, that is a failure. Periodt.
I know there is more. Describe the law enforcement reforms you would like to see. Only one rule - don't use the word "defund".
