Personal Responsibility only works when someone has access to reliable information, time to consume and consider it, executive functioning that allows them to contemplate and initiate change, and resources to handle the rest of their life while all this is happening
In other words it is an illusion at best for just about everyone but like any really powerful lie something that is just possible with enough luck and luxury.

The current state of the health care system as we near collapse is a really good example of why we need regulation. As an ordinary citizen it is absolutely bonkers I am trying to make daycare decisions based on local hospital admission numbers
And I am lucky enough to have spent time in EM so I understand those are the numbers to look to!
At its most basic policy is about letting experts make choices for us so we do not have to learn about everything to have lives enhanced by expert decision making, it is how we are able to be smarter as members of a society than we are as individuals
That we have managed to romanticize not doing that is frankly an impressive feat of civil mythology but it also absolutely kills people
