All depends on what you are seeking to do.
The parts of my work I am most proud of have involved being part of China's internal legal reform discussions, and required language skills. Others engage in different ways.

I do think it is important for academic integrity to not cite (or worse textually analyze) foreign-language sources you aren't able to read.
Instead, cite the translation you used so that others can trackback and discover where confusion may have occurred.
