So I see you're going for the low hanging fruit of blaming the government. This may hold merit had the sector not been warned since JANUARY that this was coming and to prepare via added staffing + PPE.

Most troubling is this tidbit from the "Perfect Storm" report where you all recommend the use of gendered & racialized immigrant workforces instead of providing domestic workers fair wages and livable working conditions.

P.S I studied this in my PhD. I know ALL about the (ab)use of migrant female workforces as a neoliberal strategy to legislate worker vulnerability and I find it ABHORRENT that this was even put into writing.

HIRE FULL TIME, UNIONZED STAFF & PAY THEM FAIR WAGES & you'll see an influx of applicants. This isn't rocket science.
