So this selling off quotas in the south has had me baffled and as a result i did some investigation to find out how it could have been done .
Each year the quotas for boats under 10 metres and larger non sector vessels or independent boats are managed and allocated by the MMO /1

The problems arise because not everyone who works in the industry can get bank loans to buy multi million pound boats. So it is common for co operatives or fishery offices to own and manage fleets of 10 boats upwards.
They simply hire experienced crews and skippers then /2

Allocate the quota their organisations have been allocated.
They are called producer organisations and manage the quotas for their members. This means if you are one of those members and you are a good fishermen you may get a larger slice of quota than the guy not doing well /3

Again this is completely different to independent family owned boats who take on all the pressure alone.
So when the EU imposed restrictions of fishing days at sea and reduced the quota share for the uk by means of the CFP these big producer organisations found themselves in /4

Financial trouble which was what the EU intended to do so they could implement de commissioning on them. This meant these big producer organisations accepted the de commissioning fee sold the huge licences that were left because when you scrap a boat you can still keep the /5
Licence so you can use it to apply for quota . Immediately you can see the value in the licence if you have 20-30 boats owned by a few bigwigs. This meant selling to the highest bidder as the uk fishermen were put out of work and because the CFP is based on a treaty called an /6
Equal access treaty the quota share in the uk was being squeezed then allocated to spain and ,france etc so that's where the POs sold the licences to which in turn gave them more quota and slowly shit down our towns. This has nothing to do with independent fishermen who had no /7
Control over the POs decisions.
Somehow these licences have been put in the hands of super trawlers who now catch what 20 -30 uk normal sized vessels used to.
Only in certain species though and people cant argue about white fish quotas because they are defo being allocated un -/8

Fairly so the selling off of quotas dont apply here it's just simple unfairness.
In Scotland we addressed this issue much more wisely.
When boats were scrapped the remaining licence used to apply for quotas were kept so we could hire quotas between boats to keep them from going/9

Bankrupt and to stop foreigners getting more than their fair share but the EU eventually just gave it away unfairly eventually but not before wed stopped boats going to the wall.
Hope this helps I'm still learning more each day.

So as a sidenote these supertrawlers are fishing for mid water species which is a pelagic fishery. The quota for this in England is tiny because most of it is Scotland and we have the biggest pelagic fleets in Europe but our boats are 1/3 of the size .
This does not reflect on /1

Our smaller vessels who never sold off anything they had it taken from them and re distributed amongst other EU states. Fish like cod ,sole, monkfish etc quotas were not sold off it's a myth and unless you understand fishing it's tough to understand how it works.
Ok so I have to make a correction here licences couldnt be sold if you accepted a de commissioning grant so the POs actually cashed in by selling the boats with the licences then the new foreign owners scrapped the boats because all the value is in the licence and built new.
