Overcomplicating government is generally Bad. Try to keep it simple- the average citizen shouldn't have to be politically aware of 4+ levels of government that they have to influence (city, county, state, national).
It's extra bad when each/any of those levels wants you to elect psuedopolitical officials: sheriff, judges, et al
If the city isn't big enough to justify a CC-CG, the overlapping county boundary should be *defined* as the boundaries of one city and 1,2,3+ closest cities, with the boundaries drawn as neat and large as possible
So to the average citizen, they know if they're in City A, they're in County B, and no matter how they travel to City C, they're still in County A.
If there starts to be an issue with jurisdictions over natural resources, etc- then add or remove a city from the county.
