How do you measure success?? People going to jail? Or crimes prevented?
Its a huge false flag to say the failure to prevent tragedies like Nashville is a "failure" of law enforcement. In the US, as a general matter, LE is not there to "prevent" crime. https://twitter.com/lucyredtrump/status/1344673123313004544
Our "freedom" and "liberty" are the reason we have one of the highest incarceration rates in the world. People have the freedom from governmental restrictions to commit crimes mostly without law enforcement intervention.
Our system is geared toward identifying and punishing lawbreakers after the act -- but we do so on the basis of their acts, not their thoughts or expressions of intent. We don't incarcerate people in anticipation that they might commit a crime.
As a consequence you are going to have a lot more crimes committed because you go to jail in the US for your actions. That leads to a misimpression that LE "failed" -- but the law doesn't give LE to tools to "prevent" crime before it happens. That wouldn't be a "crime."
