Which itself is a Private Foreign Enclave that was, in effect, built to host a PRIVATE- FEDERAL-POSTAL-CONTRACT-VENUE, that they NO LONGER HAVE
LEGAL or LAWFUL JURISDICTION TO EXIST IN.
