This is because they are racist if we understand racism to be defined as 'placing social significance into the concept of race in order to disparage or discriminate against a race.' However, I'd recommend caution when accusing people of racism.
Just as calling people who don't think CRT etc has value "racists" is generally not very helpful for addressing racism nor is calling supporters of it racist. It's mostly an attempt to shame people for wrongthink & cheapens the concept of racism which is a serious moral failing.
I think we can call certain ideas racist - eg, black people are all criminals or white people are all racists - because they falsely & racistly confer anti-social & immoral behaviour upon people because of their skin colour.
But when it comes to *people* who are trying to reduce racism whether they be critical race theorists criticising liberal approaches or liberals criticising CRT approaches, it is better to critique their methods than their character.
