I have asked the Solano County DA's Office to provide its report clearing the Vallejo police officers who shot Willie McCoy. The DA's office wouldn't provide it, and referred me to @michaelramos, the former prosecutor who acted as independent counsel. Will update when I get it.
Update: The @VallejoPD provided this statement, but also declined to provide the findings of the special prosecutor. I am puzzled why both government agencies involved refuse to provide this public record and instead tell me to seek it from a private citizen.

There is extensive case law prohibiting government agencies from providing preferential treatment to media under the First Amendment, including but not limited to the California appeals court decision Savage v. Pacific Gas & Electric Co.

The report is only 16 pages and light on detail. It not only concludes that "the officers had no other reasonable option but to fire their weapons" 55 times, but suggests the officers showed restraint because "they ceased fire as soon as the threat was terminated." #WillieMcCoy
