The often quoted line is "The Palestinian side shall continue to apply the present standards of vaccination..." In this case, the "present" is in 1995. This provision is for ROUTINE vaccinations (e.g. polio, MMR) that are widely accessible & for ailments that are rare. (2/5)
Don't believe me? Scroll down here and you can see the "routine vaccinations" in question. These are the same vaccines almost every child in the world gets.
This provision clearly has nothing to do with newly developed, emergency vaccinations. https://mfa.gov.il/mfa/foreignpolicy/peace/guide/pages/the%20israeli-palestinian%20interim%20agreement%20-%20annex%20iii.aspx#app-17 (3/5)

Regarding pandemics, the very same Article states "Israel and the Palestinian side shall exchange information regarding epidemics and contagious diseases, *shall cooperate in combating them* and shall develop methods for exchange of medical files and documents." (4/5)
So, again, if you're going to use Oslo as your standard, at least be sure to read the entire document. And then I ask, why are you not as vocal about all the other provisions from Oslo where Israel was meant to transfer power or promote Palestinian autonomy, and didn't? (5/5)
