ICE and Border Patrol violate law and their own policies daily. Border Patrol is the most corrupt federal law enforcement agency. It took Obama months, even years at times, to bring agency practice in line with written policy. 100 days is nothing.

These rotten agencies have had four years of free reign and largely unquestioned loyalty to Trump. Officials up and down the hierarchy will obstruct administration directives. ICE and Border Patrol facilities operate largely without oversight and accountability. 3/4
