@216cpc Senior Policy Analyst Ryan Walker is explaining the struggles with implementing CPOP #communitypolicing; that the exact people who most need the services are also the most reluctant to engage with officers.
@CharminLeon says those who attend & engage in policing meetings are not always representative of the population most affected by community policing because those folks don't trust authorities will actually hold officers accountable, so why bother.
@CharminLeon on being more selective about recruiting good officers: "You can't get the right behavior from the wrong people."
A current Cleveland police officer attending the meeting gives a passionate statement on being both an officer and a black person and holding his colleagues accountable for "serving" the population rather than the culture of "control" over them.
The Commission's District Policing Report is expected to be completed and released within the next coming weeks.
