The ordinances up for consideration today would require property owners to apply for zoning changes before de-converting small apt buildings into single-family homes in the 606-area and Pilsen. In public comment, homebuilders' lobbyist Paul Colgan says deconversion ordinances "don't address housing preservation issues, they just limit the property rights of owners." City should "focus instead on incentives for owners to retain and improve" small apartment buildings.
