There's a packed agenda in the Zoning Committee today, even with a few big-ticket items being deferred.

A hotel on N. Broadway in Boystown will also be deferred. The proposed hotel is just south of the large development at the former Jewel up the street. https://www.44thward.org/development/major-development-projects/3440-n-broadway/
Chairman Tunney also said he's deferring a clear air ordinance.
Several public speakers have said they support the original ordinance, but are opposed to revisions they said were made at Ald. Sadlowski Garza's request.

Two other late additions to the agenda seek to modify the zoning code in Pilsen and near the 606 trail.
A zoning change for a new Small Cheval at 1352 W. Lake St in the 27th ward was approved.
The plan has already received approval from the Plan Commission.

Currently, former Ald. William Banks--who chaired the Zoning Committee--is representing a plumbers union seeking a zoning change.
Current chairman, @AldTomTunney gently reminds him to speed it up.

Ald. Burnett said he supports the project and thanks the Plumbers Union for staying in the neighborhood. He also thanks them for building a free-standing parking lot, which he says no one is doing in the city.
The item passes.

The committee approves a zoning change at the former home of the California Clipper. No immediate plans for the former tavern were shared.
@mina_bloom_ covered the saga between the landlord and bar owner Brandon Sodikoff, of Hogsalt fame. https://blockclubchicago.org/2020/05/28/california-clipper-landlord-says-he-tried-to-help-owner-save-beloved-bar-hopes-it-will-carry-on/

The committee approved a zoning change for a 99 unit TOD building in Bronzeville.
The developers received tax credits and a state grant to provide abt a 50/50 split of affordable/market rate housing.

(I do love that almost every plan that passes through the Zoning Committee has already been covered by a @BlockClubCHI reporter)
It seems every month another hotel is approved for the West Loop/Fulton Market area.
Another one approved today at 310 N. Peoria, previously covered by, who else, @MauricioPena https://blockclubchicago.org/2020/12/14/developer-looks-to-bring-micro-unit-hotel-to-fulton-market/

Interesting moment just now: Ald. Villegas asks who in the city keeps track of all the jobs promised to be created by these projects.
Tunney answers there are quarterly reporting requirements.
Villegas asks that @ChicagoDPD present those reports, and a few alders agree.

Here's a new one:
Committee approved plans in 2019 for a site in the 28th ward that was mistakenly listed in the 1st ward.
Former Ald. Moreno (1st) deferred it at City Council.
Developer didn't know this until asking for a building permit.
Committee approves fixed plan today.

Ald. Tunney told zoning attorney Joe Gattuso he has one of the most interesting backdrops of those appearing before the committee, and I must say, I agree.
Peep that beer stein collection.

Ald. Cappleman supports a mixed use building in his 46th ward to create a 62-unit residential building and a music venue, who has not been named, but says "we all know" who it is.
It is Double Door, according the @JayDubWard , who has covered the project. https://blockclubchicago.org/2020/12/17/uptown-apartment-building-which-would-neighbor-new-double-door-location-gets-key-city-approval/

Plans to designate the Perkins-Nordine House in Edgewater as a historic landmark approved.
Jazz artist Ken Nordine resided at the house until he passed in 2019, according to a DPD staffer.
Ald. Hopkins says Nordine was friend, and he and his wife were huge Blackhawks fans.

Plans to designate the Emmett Till and Mamie Till-Mobley House in Woodlawn as a historic landmark are also approved.

I'm about ten minutes behind, but the committee is debating two "anti-displacement" measures from Mayor Lightfoot for Pilsen and the 606 area.

These measure are meant to protect 2-4 flat buildings--so called naturally occurring affordable housing--says Housing director of policy @DanielKayHertz .
The conversion of 2-4 flats to single family housing speeds up gentrification, Hertz says.
A real estate industry lobbyist spoke against the measures during public comment today.

Ald. Byron Sigcho Lopez, who represents Pilsen, says it's not a "silver bullet" but will allow community members a seat at the table. He supports the plan.
He recently killed a plan to create a large landmark district in the neighborhood. https://blockclubchicago.org/2020/12/01/pilsen-historic-landmark-district-plan-killed-by-key-city-committee-after-public-outcry/

There's some talk the ordinances could be challenged in court.
Lisa Misher of the Dept. of Law says she's "very confident" they would stand up to any constitutional challenge.
She says it's a very "straightforward" land use issue.

The ordinance for the Pilsen district passes 11-3, with Lopez, Hopkins and Cappleman voting no.
Sometimes you forget about aldermanic prerogative and then the aldermen let you know exactly why they're voting for an item. https://twitter.com/AlexNitkin/status/1354156147276722176?s=20
The committee is debating the similar ordinance for the 606 area now.
Here are the expanded boundaries, covering an area chopped into 4 wards.
