Usually what this means is the author is spending too much time on background information. They spend two paragraphs on set up and then just have one sentence for the main conflict and one sentence for stakes.

Really, you want to get through your set up as efficiently as possible. While it's important not to leave your reader confused, authors often overestimate how much backstory they need. Often, it's actually very little.

So if you identify a sentence like that in your query, one that feels like it's holding up 90% of your plot. See if you can scale back some of the set up. It's important to save space in your query for developing the threats that stand in your MC's way!
