Contrary to recent pessimistic takes that we must accept a splinternet, I argue the Biden admin can reinvigorate momentum around the open Internet by doubling down on human rights.

Reinvigorating Internet Policy by Doubling Down on Human Rights https://on.cfr.org/3tmHMf9  @CFR_org
Leading by example will build trust & credibility with stakeholders, including the EU, & counter the allure of ascendant authoritarian approaches. Rather than build new D10/12 coalitions, build on the @FO_Coalition, which brings together 32 democracies committed to digital rights
Finally, to counter surveillance tech, expand support for open-source, user-empowering tech, building on great work of @OpenTechFund & @StateDRL. This not only supports activists & journalists, but can help better prepare us for attacks on critical networks & democratic systems.
"The deck has been reshuffled and the U.S. government’s hand is not as dominant as it once was. But our strongest cards remain the same, and we should continue to play to our strengths by going all in on demonstrating our commitment to a democratic approach to internet policy."
In sum, it's not too late to preserve an Internet built on interoperability & openness. It won't be easy & there can be room for strategic policies to isolate or punish bad actors, but they must be done in a manner consistent with an overarching, human-rights based approach.
