Take a real concern (pollution, a comparatively deadly respiratory disease), hyper politicize it, muddy the waters so no one can honestly discuss it as everyone has learned different priors, and ensure no proposed solutions can ever satisfy ever changing "official" requirements.
Then all you have to do is pay lip service to the concept you've divorced entirely from the underlying reality and use it to wildly grasp power from every direction while offering up false solutions that only further consolidate your power (and wealth but that's secondary).

Just try and have a productive conversation about the true nature of COVID with an MSM saturated, 35 year old teacher-type who frequently cries herself to sleep because she fears dying and leaving behind her kids.
