Meeting people is hard.
In quarantine-life, I've sought out like-minded people online.
I never felt like I was breaking into the circles of people I relate to the most.
Replying to their (popular) threads hasn't really helped.
So, what to do?

But the ones you discover often have lots of followers & are busy.
Getting their attention is unlikely.

Join communities of interest. These are often slack channels, sometimes paid.
Contribute to those communities. Answer questions, be helpful. Don't spam.
When you have questions, ask the community members.
You'll often receive hands-on help.

Many extract lots of value from Twitter. They're great at being relatable, putting out viral content, etc.
Not everyone can do that. I don't even have 500 followers & my tweets don't usually get much engagement.
But many smaller communities are more welcoming & helpful.
