Carr’s best passing years featured two very good receivers, Amari Cooper and Michael Crabtree.

How many games did Crabtree win?
Cooper was great at times. When healthy, he was almost impossible to stop in the open field.
But Coop was inconsistent and dropped a ton of catchable balls. Traded during the 2018.

Crabtree declined quickly after a stellar 2016. And also had the drops. Released after 2017 season.

Their production was never replaced.
Carr’s leading receivers have been TEs ever since.

2018- Jared Cook, 896 yards & Jordy Nelson, 739 yard

2019 - Darren Waller, 1,145 yards & Tyrell Williams 651 yards

2020 - Waller, 1,196 yards & Nelson Agholor 896 yards.
That’s partly why grading Carr is so difficult: he hasn’t had a WR1 for three seasons!
