Here is your quick & dirty summary of Bill C-21, the Liberals' new gun bill.

The new bill would.... 1/n
1. change the definition of "replica firearm" to exclude pellet guns, but make pellet guns that closely resemble real guns prohibited anyway,

2. create a new offence of altering a magazine to hold greater than the legal capacity,
3. allow any person to apply for a prohibition order against another person, extending to restricting others living at the same residence, & also allow the CFO to suspend a licence for 30 days via another process,
4. increase maximum penalties for certain firearms offences from 10 to 14 years,

5. undo some bits of Bill C-71 that have been overtaken by this bill and the May 1 regulation e.g. Firearms Act 12(8) and 12(9),
6. Pass the authority to issue certain authorizations to carry (i.e. for personal protection) to the Commissioner of Firearms, taking it away from provincial CFOs, thereby (apprently) poking Alberta firmly in the right eye,
7. Give municipal by-laws restricting storage and transportation of handguns the force of the Firearms Act, by making them conditions of a licence,

8. Require people who challenge CFO/Commissioner decisions under Firearms Act s.74 to give up their guns in the interim,
9. Allow Commissioner to disclose data to local police where straw buying is suspected, and

10. Prohibit advertising firearms in ways that promote violence.

So....
A mixed bag. The so-called red flag provisions aren't very strong, grandfathering (with strict restrictions) is available for the May 1 regulation, & a constitutional fight is pending with provinces re the municipal by-law part.
But good at first blush on straw buys, altering a mag, maintaining a national framework on ATC.
